Hereford Town centre was closed off today after a fire near the Old House, which damaged a card shop and Booth Hall. The Hereford Times (link in the side bar) has the full story, with a video.

I'm not sure either, but I think it is a local style. There is a Shire booklet on Dry Stone Walling techniques which would probably tell you a definitive answer. The Shire series are usually about 64 pages long, well illustrated, and cover collectibles and country crafts and so on.
